City awards contract to renovate ranch barn
From staff reports, Ventura County Star
Friday, November 7, 2008
The Camarillo City Council awarded a contract Wednesday to renovate the Camarillo Ranch historic barn and discussed an agreement to expand parking.
The Camarillo Ranch is the historic 1892 home of Adolfo Camarillo, for whose family the city is named. The property was given to the city in 1997, and the city subsequently established the nonprofit Camarillo Ranch Foundation to preserve and maintain it.
The five council members voted unanimously to approve a $643,376 contract to Camarillo-based TASCO Construction to renovate the barn. The project includes building and fire code updates, lighting, waterproofing, bathrooms and a catering kitchen. Assistant City Manager Bruce Feng said the project would probably be completed in summer 2009.

Affordable Rental Complex Opens Near Golf Course
By Charles Levin
Sunday, January 13, 2008
Before moving to Villa Victoria, Jennifer Mendez, left, and her mother, Nancy Mendez, lived in a one-bedroom home in south Oxnard with three other people.
More than 50 people gathered Saturday to celebrate the grand opening of an affordable rental complex in Oxnard that gives low-income residents and farmworkers a roof over their heads.
Villa Victoria is Oxnard's fifth complex built by Cabrillo Economic Development Corp. of Ventura. The 54-unit complex hugs the city's municipal golf course, just east of Victoria Avenue and north of Gonzales Road.
Half the units go to low-income residents. The remainder go to farmworkers.
The project resulted from a legal dispute over a city housing plan that included the golf course, more than 400 upscale homes and some schools. A 2000 settlement set aside the three-acre parcel for Villa Victoria.
Mayor Tom Holden noted there was a time when no one spoke the words "affordable housing." Villa Victoria is "truly something we could be proud of," Holden said.

THE
CONSTRUCTION INDUSTRY SEEKS WAYS TO INCREASE ITS RANKS
By John Scheibe, jscheibe@VenturaCountyStar.com
April 20, 2006
College isn't all it's cracked up to be.
At least for some students.
Sure, they may be learning a lot about myriad subjects while
in college. They may also earn a bachelor's or master's degree,
even a doctorate.
But afterward, many graduates find it hard to translate what
they've learned into a well-paying job. Many are instead saddled
with student loans and unable to find a job.
"The truth is a well-trained plumber or carpenter can
expect to earn $100,000 or more a year" while someone
with a master's degree often struggles to pay the bills, said
Sean Leonard, president of S. L. Leonard & Associates,
Inc., a real-estate development company in Camarillo.

Bond lets Camarillo library get off ground
City competed for cash five years ago, got $16 million
start
By Cheri Carlson
April 18, 2005
It was a long shot.
In 2000, California voters had approved
a $350 million bond measure to build and improve libraries,
but getting the cash before the money ran out was going to
be tough.
Facing heavy competition, staff members at the City of Camarillo
held out little hope for their community.
They didn't think that five years later the city would be
getting ready to break ground on a new 65,000-square-foot
library project. The $26 million public library is scheduled
to open in the fall of 2006 at Las Posas Road and Fieldgate
Drive.

Flaw not in method picked for Arts Plaza By
Sean L. Leonard April
1, 2005 There has been debate
in the press over general contracting and "contract management"
with respect to the Thousand Oaks Civic Arts Plaza. As a practitioner
and an educator in the construction industry for the last
25 years, I still found the discussion confusing.
At issue is the project delivery method,
and there's a time and place for each of them; the construction
process is transient and each project is unique. The cookie-cutter
approach favored by manufacturers making thousands of the
same items in a controlled environment simply does not apply
to construction.
